It is rare to see these small white round spots because usually they are
on the underside of yearly leaves and moreover they appear only on
certain cultivars.
That is the signature of a fungus which is responsible for a disease called powdery mildew. On the other hand this white powder can cover the whole surface of the leaves of deciduous azaleas at the end of the summer.
